Recover a deleted file?

Is there any way to easily recover a file that has been deleted from the recycle bin? Last night I was working on a project and accidentally deleted it. I have tried using the File Recover software without any luck. Any suggestions?

1. nah once deleted from recycle bin, i believe it is permanently deleted. Unless, check your "recent files" for hope of seeing it there
2. you cant unless you were using a mac and had time machine
