Software Backups

Should every backup software be able to backup hard drive/computer so it can be restored? Or only a few types?

I am just getting confused about backing up files and then backing up so that the computer can be restored and backing up so that there is an "image"????? What is necessarry so that if my computer crashes i can restore back to the same exact thing (files and everything) and should every and/or all and/or most backup softwares (whether free or not) be able to do this???? Thanks
