What is the best FREE lost data recovery software?

I had a system crash and one of my hard drives disappeared yet it shows up in dos. I tried a few data recovery softwares but they either cost money or do not work. I tried PC Inspector File Recovery but when I saved my data to my desktop (other hard drive) it did not work.. and all the files apparently had the same size so something is wrong.

1. Try Seagate DiscWizard. My hard drive crashed and I used this program to back it up. Good luck, this is the best I can do.
