How do I recover a file that I deleted but it did not go to the recycle bin?

When I was deleting files for WoW, I deleted the common.mpq file. When I checked the recycle bin to see if it was there, it wasn't and has now been conflicting with me trying to reinstall WoW. Any fixes? My operating system is XP on system pack 3 and my harddrive is NTFS, if that is relevant.

1. If you didn't restart yet you can select "Undo Delete" from the Edit menu. If you did restart, you are out of luck.
